About FERO Development

FERO Development is a U.S. real estate development firm working in hospitality, multifamily, and income-producing assets. The firm was founded in 2025 by Viktor Zaboienko, is registered in Florida, and operates across the Florida and New York markets. FERO originates and leads development projects — selecting the site, defining the concept, building the model, structuring the capital, assembling the team, and carrying the project through construction to operational launch.

What we do

FERO develops projects. The firm takes a site from raw land to a working asset and holds a single line of accountability across every stage in between: site analysis and highest and best use (HBU) studies, market and competitive research, concept development, financial and operating models, capital structuring, entitlements coordination, team assembly, construction oversight, and operational launch.

The firm enters projects in several configurations. On its own projects, FERO is the developer. With landowners, it structures partnerships in which the site is the owner’s contribution and FERO carries the development. For capital partners, it acts as development manager, building the project around the capital rather than the other way around. FERO also invests alongside partners where the structure calls for it.

What does not change across configurations is who is responsible. Consultants, contractors, and specialist firms are engaged on every project, but concept, budget, and schedule remain the firm’s own.

The project

The firm’s flagship project is AYOMA Forest Wellness Sanctuary, a luxury countryside wellness resort in New York State, to be operated by an international hospitality brand. FERO Development is assembling a team of established hospitality and construction partners to deliver one of the most significant resort developments in the region.

How we work

A project is defined by its concept, not by the site. Market, audience, price segment, and operating model come first; density, product mix, and the architectural brief follow from them. The financial model is built before design begins and before capital is raised, and it is stress-tested on a conservative case — absorption, occupancy, achieved rents or rates, construction cost, cost of capital, timeline. A project advances only when the downside case still works. When it does not, the concept is revised rather than the assumptions.

This sequence is not procedural preference. Most projects that fail were decided before they were analyzed — the product type chosen, the site committed to, the drawings begun, and the numbers assembled afterward to support decisions already made. FERO runs the sequence in the order that determines returns.

Where the method comes from

The firm’s method was built on more than 30 development projects across Ukraine, Indonesia, Thailand, and Turkey, and on senior commercial leadership inside one of Kyiv’s largest developers, a company with a portfolio exceeding 2 million square meters. Across those projects the team built concepts, financial and operating models, commercial strategies, and go-to-market programs — the decisions that determine whether a development performs.

That range of projects is a specific kind of knowledge. It shows where deal structures fail, which design and modeling decisions become expensive later, how contractors and consultants are selected and managed, and what separates an asset that performs from a building that merely gets completed. FERO Development was founded to put that knowledge to work on its own account.

Team and partners

FERO Development is structured as a lead firm with a specialist network rather than a large in-house organization. Development management, commercial and operating strategy, hospitality operations and revenue management, and project management sit within the team, including senior revenue management experience from international hotel groups. Legal structuring, land use and entitlements, design, and construction are executed by specialist firms and general contractors engaged per project, selected for experience with the specific asset type in the specific market.

Segments and markets

The firm works in hospitality, multifamily, and income-producing real estate, in the Florida and New York markets. Hospitality is the core competence: the revenue side of resort and hotel assets — where income comes from, how it is priced, what an operator will require — is where the team’s depth is concentrated, and it is the discipline that most often determines whether a hospitality asset performs. Multifamily and income-producing assets are approached the same way. The operating model defines the building, not the other way around.
